高能量密度动力电池技术、基于飞行时间的多重核酸质谱检测系统、相控阵芯片与射频一体化技术、高光谱文物修复技术……今年8月，郑州技术交易市场中科院河南专家团科技成果发布周启动仪式在龙子湖智慧岛举行。一周时间里，来自中科院驻郑5家新研机构集中发布了30余项高水平科技成果，郑州技术交易市场正在成为展示龙子湖智慧岛开放形象的一个新平台。

华灯初上，距离郑州技术交易市场不远的超聚变数字技术有限公司依然忙碌，一批又一批客户接踵而至，探寻郑州科技产品、智能服务，感受“河南速度”与“超聚变速度”：2021年9月13日，超聚变数字技术有限公司注册成立，11月5日正式落地河南，12月18日，仅用时55天，郑州产线首台服务器正式下线，形成规模量产。作为全球领先的算力基础设施与服务提供商，超聚变当前已服务于全球130个国家和地区客户，包括全球211家财富500强企业，覆盖金融、运营商、互联网、交通、能源等多个行业。

无论是郑州技术交易市场，还是超聚变数字技术有限公司，都烙下了龙子湖智慧岛新的印记。龙子湖智慧岛诞生时间并不长，它却如同一块强有力的磁石，吸引着来自全国各地的科技企业、科研机构、双创人才抢滩“上岛”，在这里搭建梦想舞台。

2017年，省政府批复中原龙子湖智慧岛建设总体方案，作为河南国家大数据综合试验区的先导区和核心区启动建设，年轻的龙子湖智慧岛一跃成为郑州又一张金灿灿的“国字头”名片。

2021年，河南首个智慧岛——中原龙子湖智慧岛No.1揭牌，形成“北有中关村、南有深圳湾、东有长阳谷、西有菁蓉汇、中原龙子湖”格局，在全国科创版图中方向与定位更加明晰。

锚定新目标，聚力谋突破。近年来，郑州市以国际化视野、市场化理念、专业化服务，加强顶层设计，抓紧架梁立柱，着力构建“三空间两平台一示范”功能布局，加快推进中原龙子湖智慧岛No.1建设，努力打造可复制、可推广的河南科创品牌。

围绕一流科创生态打造，不断优化人才服务、政务服务、基础设施，为创新生态提供基础保障。优化人才服务，聚集青年友好生态打造，鼓励各类专业化机构为人才提供精准化服务，满足人才在精神、文化、生活等多方面需求，创新“拎包办公、拎包入住”服务模式，为人才营造良好的生活环境。优化政务服务，搭建人才工作一件事“英才汇”服务平台，开发中原科技城人才码，设立中原龙子湖双创服务中心，提供线上线下、高效协同的政务服务体系，着力构建“人才服务一件事、审批服务一枚章、社会服务一扇门、要素保障一条龙和工作联动一体化”的营商环境。优化基础服务，建成智慧岛未来城市全景实验室，布局国内首条商业化运营自动驾驶公交线，提供各类智能测试场景。布局“新基建”，构建绿色低碳高效的设施体系，打造适宜科创产业发展的智慧岛。

坚持把培育创新平台作为集聚高端创新要素的“强磁场”，通过整合三大资源，构建环环相扣的全要素、全周期双创链条。整合技术资源，依托国家专利审查协作河南中心、郑州商标审查协作中心、国家技术转移郑州中心和郑州技术要素交易市场，打造科技成果转化“三中心、一市场”，完善知识产权保护、专利、商标等科创要素保障，提升科技成果转化应用能力。整合金融资源，引导全省基金投资机构入驻，市区两级成立50亿元产业引导母基金，加快引进风险投资、天使投资和私募股权领域国内前一百强机构，加快集聚创投机构，打造中原基金岛和科创金融中心，已累计引进深圳前海股权投资基金等一批国际知名基金机构，基金管理规模逾3000亿元，实际投资超过150亿元。整合平台资源，依托省科学院、中科院计算所大数据研究院等17个科研机构和创新中心，大豫机器人专业化众创空间等众创空间(孵化器)，建立科技企业梯次培育体系和企业上市培育体系，搭建“智慧岛”基金大数据平台和“智慧岛”数字金融开放服务平台，实现“微成长、小升高、高变强”的全流程孵化支持。目前，岛内聚集了大豫机器人专业化众创空间、3U数字谷众创空间等各类双创载体32家，建立了中原龙子湖“云创汇”线上双创孵化空间，形成了“创业苗圃—孵化器—加速器”科技创业孵化链。

通过体制机制大胆创新、双招双引全面发力，创新成果不断涌现。创新市场化运营模式，采用“小政府、大社会”运作模式，实施理事会领导下的管委会+专家委员会+市场化运营公司的架构体系，把理事会作为智慧岛建设、运营、管理的决策部门，由省市区三级有关部门负责同志任理事;专家咨询委员会吸纳以褚君浩院士领衔的25名专家学者，涉及科技创新、产业资本、创业孵化等多领域，为智慧岛提供战略咨询、项目论证等专业服务。探索科创成果转化机制，深化科技体制改革，推行“研究院+创新平台+合作项目”模式，探索“需求众筹+揭榜挂帅+科学评审+里程碑管理+绩效评价”管理服务链条，在智慧岛建设郑州技术交易市场，提升科技成果转化率。推动空间整合利用，统筹全岛资源，以智慧岛为载体，申报河南省大数据产业示范园;整合楼宇空间，规划中原科技城创新金融产业园;引进郑大科技园优势资源建设大学科技园，打造支撑青年人持续创新的生活场域。

通过一系列组合拳，中原龙子湖智慧岛呈现出项目加速集聚、成果不断突破的强劲态势：注册各类企业约6000家，进驻各类企业约1300家，员工约30000人，集聚了华为超聚变、河南正数、数字郑州等超亿元骨干企业十余家，汇聚大数据企业超200家，带动相关科技企业2900余家。集聚了科研、商务、会议、路演、生活、消费等各类要素，以数字经济等为主导产业，区域年营业收入达110亿元以上，主导产业占比达90%以上。

随着一束束科创星光的闪耀，如今，中原龙子湖智慧岛已然成为助推郑州科创高质量发展的新引擎，一个全要素、低成本、便利化、开放式国家级双创示范区，河南省人才创新创业示范区、创新金融示范区和科技成果转化服务示范区，正从宏伟蓝图逐步变为生动现实，科创正在中原大地潮涌浪高。

The Intelligent Island on Longzi Lake has not been established for a long  time, but it likes a powerful magnet, attracting science and technology  enterprises, scientific research institutions, and entrepreneurship and  innovation talents from all over the country to "land on the island" and pursue  dreams here.

In 2017, the provincial government approved the overall plan for the  construction of Intelligent Island on Longzi Lake. As the pilot area and core  area of National Big Data (Henan) Comprehensive Pilot Zone, the Intelligent  Island on Longzi Lake has become another national name card of Zhengzhou.

In 2021, the Intelligent Island on Longzi Lake No.1 was unveiled, forming a  pattern of "Zhongguancun in the north, Shenzhen Bay in the south, Changyang  Valley in the east, and Jingronghui in the west, Longzi Lake in central plains  of China. Its direction and positioning in the national science and technology  innovation map becomes more clear.

The government will continue to cultivate innovation platforms as a "strong  magnetic field" for gathering high-end innovation factors, and build an  interconnected all-factor and all-cycle chain of mass innovation and innovation  by integrating the three major resources, which are technological resources,  financial resources and platform resources.

Through a series of combined measures, the Intelligent Island on Longzi Lake  has shown a strong trend of accelerated project agglomeration and continuous  breakthrough of achievements.
